Do you think it takes more than 3 weeks to get "through"? Also, I think degradation and longer term decay is more likely, but are you saying the big death tolls are related to electricity outages and basic staples being poof! gone? It does matter somewhat what season you are in, I imagine, and the city layout/weather pattern.
