Ok, here's the deal, an explanation for both the lack of neutron production and the drop in excitation required for cold fusion has been published in the journal of nuclear physics. And then there is this:

I do KNOW that the US Navy labs throughly tested cold fusion and concluded two items, it was not classical nuclear fusion and that they were absolutely certain they were getting more power out of the system than they were putting in, by about 500% or more. Moreover, they did manage to reduce the uncertainties in the methods for creating electrodes for the process to a minimum, concluding that most of the "irreproducible" results in the past resulted from careless construction of the electrodes and/or not running properly prepared electrodes long enough to "charge" them. They did not figure out where the excess power was coming from, but they were very interested in it as a power source for submarines.

If the answers to this conundrum are finally being revealed, the ramifications are huge.
