Russia tortures - executes enemies - Biden threatens Grading

News reports indicate the body of an anti-Russian protestor and elected politician from the eastern Ukraine region was found tortured and murdered in eastern Ukraine, apparently by the Pro-Russian Militias.
Wall Street Journal wrote:

At the same time, interim President Oleksandr Turchinov was calling for a renewal of the government's military operation in eastern Ukraine, after two bodies were found near Slovyansk, one of several cities in the hands of pro-Russian militants. Both had been "brutally tortured" before being killed, he said.

One of those found dead was Volodymyr Rybak, a local politician from Mr. Turchinov's party. According to Ukrainian media, he had been kidnapped in Kiev after a rally in support of the new pro-Western government several days ago. The identity of the other victim wasn't immediately known.

By Contrast, U.S. Vice President Biden threatened Russia with strict grading of the Russia's performance when compared to the U.S. expectations for Russia, based on the U.S. reading of the Geneva accord signed last week by the U.S., Russia, E.U., and Kiev government.

Wall Street Journal wrote:

Mr. Biden met in Kiev with acting Prime Minister Arseniy Yatsenyuk and other Ukrainian officials, saying the U.S. won't allow the multilateral agreement reached last week in Geneva to immediately begin easing tensions to instead become "an open-ended process."

Mr. Biden's visit to Kiev comes as the U.S. is making a determination on whether Russia is abiding by the Geneva agreement.

This is a substantial De-escalation of the U.S. threats from last Friday, when the entire Obama administration was threatening tough new "Sector Sanctions" if Pro-Russian Militias had not been forced, by Russia, to leave government buildings in Eastern Ukraine by today.

The U.S. Obama administration appears to be backing down from imposing any serious new sanctions on Russia. Insignificant new sanctions, similar to the ineffective sanctions imposed after the invasion of Crimea, now appear more likely, if any new sanctions are imposed at all, by the U.S. against Russia.
