Chinese Propaganda movie "Silent Contest"

Hi,
I have been trying to get an reliable English translation of the Chinese propaganda film 'Silent Contest'. I first heard about it on the daily mailer from GD, and have scoured, to the best of my ability, the internet to get this. There is a Chinese language version of this on YouTube, but I can't get them to respond to me about this.
Get the feeling that they would rather not respond, given some of the comments.
Does anyone have any suggestions?
