I believe that Bob is talking about what is in this video (see above). The Russians have spread their money around in too many expensive baskets (like their strategic rocket forces and navy) while the Ukrainians just put it into defense for repelling armor/airborne assaults.

Somewhat. Russia has spent a lot of money on its nuclear weapons program. ICBMs aren't cheap and nuclear missile submarines even more so. Russia doesn't have all that much money to spend on its military period and keeping a reasonable nuclear deterrent eats up a good percentage of that. As a reference, the US will spend around 350 billion on the Columbia missile submarine program, 100 billion for the new Sentinel ICBM and 200 billion for the B-21 bomber program. Granted, prices are higher in the US (as is the performance and quality) but these give an example of how much nukes actually cost.

The Russian non-nuclear navy is mostly a collection of corvettes, a few frigates and a few geriatric larger ships kept as prestige symbols rather than having a value commensurate with their costs. The Russian Air Force is mostly old Soviet era fighters and upgrades of those same designs. The Su-57 is the only non-derivative aircraft designed in the past 30 years and only a handful of them exist. The Russian army mostly uses upgraded T-72s which were the budget tank design from 50 years ago. The Armata design given so much press time in Russia exists as a handful of example because it costs a lot of money and its a lot cheaper to update the old ones. Most of Russia's T-80s are in storage as are its T-90s. As an example, India has 4x as many T-90s as Russia.

But that's just the financial side. More important is the organizational side. Ukraine suffered a rough jolt when Russia stole Crimea away. That was a shock to the system and required that the Ukrainian military rethink its Soviet era doctrine. Russia uses that same old doctrine and didn't have to make any real changes because it was still strong enough to bully its neighbors even though its organization was crap. This war may force Russia to finally accept that it has to change, but it may not be able to. Its hard to force reforms through corrupt dictatorial systems.
