I suppose by "west" they mean the United States. I'd be very surprised if that happened. I seriously doubt France is ready to deploy anyone from their own forces as anything but a "sit in town and listen to the shelling" token.

The worldwide downturn is pretty much inevitable at this point, the government agencies are in the position of a man trying to stop a leaking radiatior with his hands as tools. He may stop the worst of the leaks for a while, but eventually it will get the best of him.
