Also access to technology appears to be universal, however, it's application may very.
One of the jokers, for example, is timing - the US and allies could have lost the second world war if Pear Harbour happened 6 months later. The out come would have been very different due to developing Nazi
technology.

It is said the US military uses technology just good enough to do the job, the good stuff is used for when it is really needed. It is said, funding for these programs come from various "sources" It appears this has been going on since President Eisenhower's warning.
Another issue is the possible roll of the "others" as indicated in my Oct 14 post under "other ideas".
