Obviously this may be just bluster. But the simple answer is with numbers or with nuclear weapons, or both.

If you have the ability to time the arrival of your war heads over the target at the same time, and you have Multiple Independently Maneuverable Re-Entry Vehicles, as China claims to have, ( which they almost certainly built from designs stolen from the United States ). Then it is not that hard to have, say 100 war heads, arrive over the target at the same time and overwhelm the capacity of the defensive Patriot missile batteries.

The other method is to simply detonate tactical nuclear weapons just outside the range of the defensive missile batteries, and then progressively closer, until there are no defensive missile batteries. The most effective means would be to use the two methods at the same time.

I personally do not believe China has the ability to do much damage to unsinkable air craft carriers like Okinawa, Guam or the Japanese Islands with conventionally armed ballistic missiles.

I also believe many in the west believe China will never be the first to use tactical nuclear weapons in a conventional war. That belief will likely be the first major causality of the first conventional war between the U.S. and China.
