Congress is facing the elections in November, and that will certainly affect the timing, as well as any further actions by Russia or China.
Any aggressive action taken by China, or Russia after, perhaps, July might cause an awakening of concern in American public opinion against the perpetrator - that concern may be made manifest in political consequences in America's 2014 mid term elections. An already aroused public might, prospectively, become motivated to provide a landslide in the coming November elections.
While Obama will still occupy the WH he, with the loss of the Senate, will be far less willing to pursue his current lawless course of actions, for fear of the very real prospect of impeachment. And that would be impeachment with the actual prospect of not just removal from office, but the very real prospect of hard prison time for his abuses of power, felonies, and crimes committed while in office. The loss of the Senate also presents the prospect of the impeachment of the most corrupt Attorney General in American History - Attorney General Holder. Holder's jeopardy will result, either post election or immediately before, in AG Holder's exiting the Obama administration; he will seek a Presidential pardon for all crimes executed by him while in office - a pardon that will be immediately forthcoming.
The irony is that none of this will fix the abysmal six year mess that the country finds itself in - a destroyed nuclear arsenal/deterrent, a purged Defense Department Officer Corp, a Defense Department used, not to defend America, but for social engineering, an economy in disarray, a medical community in chaos, a Supreme Court lost to the founding ideals of America for a generation, and the list can go on and on. In short we will still have a chief executive who knows virtually nothing about almost everything at the helm of America for an additional two years.
