the interim government of Ukraine has already (on March 21st, 2014 ) signed the agreement ( the same EU Trade Agreement ) that the most recent elected Ukrainian President refused to sign at the last minute in late 2013, a move that repudiated the promises he made when running for office in 2010. This broken promise triggered the protests that climaxed when the last elected President of Ukraine ran away to Moscow claiming he feared for his life.

The border tightening requirements of that agreement was one of the reasons Russia had to act now, or lose Ukraine and Moldova forever.

There was no flip flop. With headlines screaming that this was the beginning of WW 3, mostly from the West, Putin took full advantage of it to point the finger at them, stating why the hysteria with them. Also the crumbling of the Ukrainian operation to crush at all cost the rebellion turned out to be a disaster for the West. So the West wanted a full retreat from confrontation that would have blown up in their faces. Not now with EU presidential elections and referendum from Britain on continued EU participation. They did not need this now.
