It's a symptom of panic (desperation/despair) and this "time period" is primarily characterized by panic.

When in panic, grabbing at "desperate possibilities" is the thing to do. It's not necessarily the RIGHT thing to do, but it is the thing most "done".

..that, and using the "kicking the can down the road" tactic as often as necessary.
