The Algerian security forces are fighting their own war against Islamic militants.

France is no longer a threat to the government of Algeria, the Islamist s are their mortal enemies.

Why would they possibly want to help Islamist militants take over any country in their region ?

To answer my own question, Algeria might want the Islamists to murder U.S. and European hostages to encourage an even larger western military response against Militant Islamists in Northern Africa.

The militants work very hard at infiltrating security forces. This is one of their primary goals in every country. Don't make the mistake of confusing the attitudes held by "security" groups as typical of government or military services in the region.

In a number of countries they'd do better with no security forces at all, because the penetration is nearly total.

Infiltration and rogue elements are certainly possible.

But the "Algerian Experts" were speculating the Algerian government or the Algerian government's security forces as a whole were punishing the French for intervening in Mali.

If indeed this was a government policy, it would appear to make much more sense that it was to bring more western militaries into the fight against the Algerian governments enemies, than to punish the French.
