As of April 29, 2021, the following non-nuclear countries are in possession of highly-enriched uranium:
Australia
Belarus
Belgium
Canada
Germany
Iran
Israel*
Italy
Japan
Kazakhstan
Netherlands
Norway
South Africa
Syria
Out of those non-nuclear countries, the following currently have active uranium enrichment facilities:
Germany
Iran
Japan
Netherlands
The following non-nuclear countries also have active uranium enrichment facilities, but currently do not possess any highly-enriched uranium:
Argentina
Brazil
The following non-nuclear countries have neither active uranium enrichment facilities nor possess any highly-enriched uranium, but do participate in a nuclear weapons "sharing" program** with a nuclear country:
Saudi Arabia**
Turkey
*Israel is widely believed to already have nuclear weapons, but the existence of an Israeli nuclear weapons stockpile has never been confirmed.
**Belgium, Germany, Italy, and the Netherlands also participate in a nuclear weapons "sharing" program (all with the United States), but they are excluded from the below list because they also either possess highly-enriched uranium or have active uranium enrichment facilities.
***Saudi Arabia is widely believed to have a nuclear weapons "sharing" agreement with Pakistan, but the agreement's existence has never been confirmed.
