NSA primary role to change.
The National Security Agency, formed after World War II to prevent a foreign country from ever launching a major surprise military attack on the United States again, is being transformed into an agency with no limits on the amount of information it can collect and store on the conversations, medical history, and financial transactions on any law abiding U.S. citizens. Indeed the NSA has admitted expanding intelligence collection activities in an almost completed attempt to collect and store ( but only selectively use - the NSA claims ) every telephone conversation ( and every electronic communication of any kind ) of every single U.S. citizen originating, terminating, or both within the United States.
The United States learned a lesson in World War II. What you do not know can kill you. Never again the Leaders of the United States vowed.
The National Security Agency was created as a super secret government agency to monitor the electronic communications of the officials of foreign governments, the electronic communications of members of foreign militaries and the electronic communications of employees of foreign businesses to insure that a foreign country could never again prepare in secret for a major military attack on the United States, such as the attack on Pearl Harbor.
The battle of Mid-Way, during World War II, proved the value of knowing what the enemy was doing before the enemy attacked. Even with overwhelming forces, the Empire of Japan failed to win that battle, due to vastly inferior American forces knowing the location of the attack in advance, and also knowing which diversionary targets to not waste resources on defending.
Now the mission of the NSA is going to be turned upside down.
The vast majority of U.S. Senators and members of the U.S. House of Representatives have expressed no alarm, and have taken no action to reign in the capture and storage of every telephone conversations by one U.S. citizen to another U.S. citizen within the United States by the NSA ( together with all the computerized records of which telephone call was made to whom ). The employees of the NSA were, for decades, forbidden by U.S. law from spying on U.S. citizens in the United States, and even now the constitutionality and legality of such spying on hundreds of millions of American Citizens is arguable, but the elected representatives of the American people, at least the vast majority of them, are perfectly OK with this new domestic spying role for the NSA.
But now, there are promises, from these same elected representatives, to reign in the original primary purpose of the NSA, monitoring the communications of foreign government officials who might have knowledge of a major military attack being planned against the United States.
The NSA, thanks to the NSA expanding into spying on U.S. citizens, is about to have it's original mission of spying on all Foreign Governments, cut back, monitored and restricted.

The irony, of course, is that the only unrestrained spying the NSA will be doing in the future is the collection and storage of all electronic communications ( including medical and financial records ) on every law abiding citizen of the United States.
