NSA spying, very limited spying, on electronic communications within the United States was original justified only on the phones calls of foreign citizens living in the United States.

Previous to that initial justification such spying violated federal laws that prohibited the NSA, which was created solely for foreign spying, from collecting any electronic communications in the United States.

Now a few years after that initial justification for very limited NSA spying in the United States, the domestic spying mandate has been expanded to the point that the NSA is authorized to collect and store every phone record of every phone in the United States, including that of every U.S. citizen.

Obama has now issued an executive order which limits NSA spying within the United States, but to only exclude certain citizens of foreign countries from such spying while putting no restrictions on collecting and storing the phone records of U.S. citizens.
