Europe wants to rule out even the discussion of Trade Sanctions, in addition to ruling out even the discussion of military options, in response to the ongoing Russian invasion of Ukraine.
The largest European industrial and banking powers, Germany and the United Kingdom, want as a precondition of all talks about a joint response to Russia, ( a joint response by Europe and the United States) to rule out even the discussion of possible military actions, also rule out even the discussion of economic sanctions, and also rule out even the discussion of freezing Russian bank accounts.
There is serious concern that such discussions might leak to the press and such leaks might hurt European commercial and banking interests when Russia retaliates against Europe for even discussing serious consequences.
Germany, France, Italy and Spain want to rule out even discussing economic sanctions with the U.S. and instead limit discussions with the U.S. to actions canceling discussions with Russia on future trade concessions ( future gifts ) from Europe to Russia. At the same time these Europeans suggest repeated, joint, verbal "demands" to Russia that Russia use it's words, not Russia's armies, to settle Russia's issues with the Ukrainian government as the best way to "apply pressure" on Russia.
