How would Putin send a message if he was the head of NATO ?

Announcements from a NATO headed by someone like Putin, would sound something like this:

Russia has been caught arming, and Russia has admitted allowing, fanatic ethnic Russian extremists under the control of no country, terrorists, to operate near Russian military bases, and to attack a representative of the United Nations on a fact finding mission regarding reports of heavily armed, militarily equipped forces, making threats and using force, near Russian military basis. Press reports indicate these ethnic Russian Terrorists, not controlled by Russia, according to the Russian government, are seeking to take over Ukrainian military bases, Ukrainian military Naval Vessels, and Ukrainian heavy military equipment stored in Ukrainian military bases, by threats of military force. The actions are taking place inside a neutral country, near Russian military bases, and, based on press reports, at least some armed troops from Russian military bases are looking on and allowing it to happen.

As a result Poland, Romania and Turkey, all being NATO members, are threatened by these heavily armed ethnic Russian terrorists. The NATO military council has announced that all member countries of NATO have decided to call up all air, naval and ground reserve armed forces. and as an immediate measure, all NATO members are sending all available aircraft squadrons to Turkey, Romania and Poland to prevent any armed attack by terrorists acting with the apparent support of the Russian government, on Poland, Rumania or Turkey.

NATO is holding Russia responsible for capturing these armed ethnic Russian terrorists operating near Russian military bases, transporting them back to Russia, and delivering swift justice to them in accordance with the legal punishment for terrorism under Russian law. Further, in order to defuse this crisis, that justice must be carried out with the ambassador's from all NATO countries in attendance when Russian justice is carried out on these terrorists.

Over the coming hours, days and weeks NATO Air, Naval and Ground forces will be coming to the aid of Turkey, Romania and Poland in their hour of need and Russia is warned not to undertake any troop movements through independent neutral countries in the direction of Turkey, Romania or Poland that might force NATO to take actions the peace loving people of NATO do not want to take.

In the spirit of peace NATO requests all neutral countries to close their countries to movement of any foreign forces through their countries. NATO pledges not to violate the territorial integrity of any neutral country not allowing terrorist forces to advance on NATO countries through their neutral country. NATO does reserves the right of collective self defense against any terrorist group, or neutral country encouraging, supporting or facilitation aggression against any NATO country.

NATO hopes and expects Russia, who has pledged to work with NATO against terrorists, to take swift action against these ethnic Russian terrorists threatening the peaceful people of Europe.

At the same time it was leaked to the press that all NATO ground attack aircraft are in route to NATO countries in Eastern and Central Europe, short range fighters are in route to Turkey, and unspecified NATO naval forces, and air based anti-Naval forces, have already entered the Black Sea, and the Black Sea region for the purpose of defending Romania and Turkey from terrorist attack from the black sea. With heavily armed ethnic Russian forces operating near Russian and Ukrainian naval bases it is not possible to determine who might be in control of the those Naval war ships, and Russia has already announced that it is either unable, or unwilling, to control ethnic Russian terrorist groups operating near Russian and Ukrainian Naval bases.

It has also been leaked. in an unrelated development, that the U.S., UK and France are conducting joint strategic deterrence drills that require all their strategic bombers remain airborne 24x7 and all Strategic missile submarines must remain at sea as part of these exercise. The purpose of this joint exercise has been explained by high ranking government officials, speaking off the record, as demonstrating that the U.S., UK and French strategic deterrence is fully functional 24 hours a day, 7 days a week, and is more than capable of convincing any country that might be considering launching a nuclear first strike, that such an action would be suicidal. The official also made clear that nuclear weapons are not required to crush extremists armed groups like terrorists. Terrorists can be killed or captured by police forces and conventional military forces.

Putin knows how to use the threat of using military power, Western European leaders and Obama do not have a clue.
