U.S. introduces a Draft Security Council Resolution

The legal framework has been initiated to record any flexibility ( concessions to Russia ) that Obama agrees to during the up coming trip by Kerry to "negotiate with the Russians about the future of Ukraine".

The concessions will have to meet Putin's demands, or Russia will simply vote no on the U.N. Security Council Resolution, and it will never become law.

On the other hand, if Obama allows armed Russian Troops in the Russian Speaking areas of Ukraine as "UN Monitors", as was the status of Russian military forces in the Russian controlled areas of the country of Georgia prior to the 2008 war by Russia on Georgia, and Obama agrees in the resolution that all the Russian troops will have the legal authority to stay in Ukraine until the UN Security Council passes a second resolution ordering the Russian "UN Monitors" to leave, then Russia will vote yes, and Russia will again sign a piece of paper agreeing in principle to respect the borders and sovereignty of Ukraine.

More important to Obama will be, that he, Obama, will be able to claim the armed Russian troops in Ukraine are all nice and legal after the UN Resolution was passed, as Mr. Obama insisted they must be, that the armed Russian troops are not occupiers, because the UN Security Council authorized them to be there, and he, Obama, can claim he saved the Ukrainian people from an illegal invasion by using diplomacy and the U.N. A Win-Win for everyone except the Ukrainian people living under the military control of "UN Monitors", in the the form of armed Russian Military Forces, who take their orders from Putin ( not the UN ).
