Putin has delivered an ultimatum to Merkel, Cameron and Obama.

Solve the Ukrainian issue diplomatically on Putin's terms, or there will be civil war in Ukraine.

Putin's terms include:

1. A constitutional convention where representatives of the Regions of Ukraine negotiate a new Federalist Constitution ( similar in structure to the Unite States ) for Ukraine where the sovereign power of the Kieve government are virtually eliminated and most sovereign powers are returned to the provinces of Ukraine, or the Regions of Ukraine, and,

2. The constitutional convention will be made up of representatives of the regions, and external powers including Russia, the U.S., and the E.U., and,

3. Russia has veto as to who will be the Ukrainian representatives to the constitutional conventions from regions Russia declarers a protective interest in, and,

4. The representatives from the Regions that Russia declares a protective interest in will have a veto over any provisions of the new constitution they do not like.
