President Putin of Russia told the leader of Germany that the acting Ukrainian government must remove the armed forces it ( the government in Kiev ) sent into Southeastern Ukraine as the first step to easing tensions and securing the release of German military officers held by "separatists in eastern Ukraine.

Russia has repeatedly blamed Ukraine for escalating the situation and has accused the government in Kiev of deploying 11,000 soldiers in the region.
