.
Obama has made it official U.S. Policy.
The U.S. can no longer fight two Wars at the same time.
The U.S. no longer even plans for it. The U.S. no longer budgets for it.
Should a major war break out between the huge North Korean army and South Korea, on the Korean Peninsula, and the U.S. commits ground troops, there are no troops, and no plans, and no resources ( like ammunition in storage and fuel in storage ) to fight a second war.
By down sizing the military, Obama has already brought us "Peace in Our Time".
