US Air Power designed to attack small country

It looks like the US Air Power is just designed for things like Iraq, Aphganistan, or Syria and would not do well against a Russia or China with 5 years of build up:

I've read the Aviation Week article on the T-50; it's an impressive aircraft. Looks like the US is dedicated to striking without being detected, while the Russians are designing planes difficult to strike down. The article I read gave the impression the T-50 is designed to evade missiles. I wouldn't doubt it.
