Russia's Ukrainian Voter Problem - It is a big one

By removing the Crimea from Ukraine, Russia has created a problem for Russia's allies in what remains of Ukraine.
The next time there is a vote, the voters from Crimea will not participate, and that means, perhaps 300,000 less net votes for Russia's allies in Ukraine, than last time.
In addition, the current parliament has members of parliament elected from Crimea, those members will go away no later than when the new parliament is seated after the next election.
This challenge will get even worse if Putin takes the three huge ( in terms of population ) eastern industrial Obalasts. Counting Crimea, that will likely reduce net votes for Russia's allies by around 2,200,000 vote per election. By contrast the pro-Russian President, the most recently elected President, only had a victory of about 300,000, if I recall correctly.
So either Putin has another plan, or another 10 plans, or he truly is a fool.
