The members of the Ukrainian parliament are the same ones elected in 2012, and the same ones who formed a pro-Russian government in 2012.
.
.
Only in February, 2014, did a number of those members of parliament, a number of those supporting the pro-Russian government, withdraw their support, thus causing the pro-Russian government to lose their majority. The new unity government that replaced it is made up of a majority of the same members of parliament, elected in 2012. This new unity government is the one being vilified by Moscow propaganda as criminals, thugs and neo-Nazis ( or if you listen carefully - sometimes the long version of the complaint - is they are pawns of neo-Nazis and thugs.)
Only a few of the independents would have to switch back to supporting "The Party of Regions", for the current unity government to fall short of a majority, and a coalition government headed by "The Party of Regions" faction in parliament ( which remains the largest faction by far ) to re-form a pro-Russian government in Kiev.
That would clear the way for the most recent elected Ukrainian President, who is hiding in Russia, and the Prime Minister of the new pro-Russian government to request Russian troops come into Ukraine and help restore order.
Of course Putin just requested Obama's help in removing the protestors guarding the parliament building in Kiev. By removing the anti-Russia Ukrainian "thugs/security forces" outside of Parliament building in Keiv this would allow pro-Russian Ukrainian thugs ( and Russian thugs ) access to the members of Parliament for lobbying purposes.
Putin also used the opportunity of talking with Obama to put out new propaganda talking points, about how evil and illegitimate the current Ukrainian government is.
Obama is grasping at straws, so an international agreement that identified the pro-Western Europe demonstrators as Neo-Nazis, Thugs and Criminals, that the Ukrainian people needed protection from, would be a small price for Obama to pay for the temporary perception of a peaceful solution.
