Putin sent a letter to 18 leaders of European countries telling them to pay Ukaine's debts to Russia, or risk Ukrainians stealing the the energy shipments Russia ships to Europe through Ukraine. Ukrainians, of unknown identity, did steal energy shipments from Russia, to the Europeans, in 2009.

The exact same natural gas pipelines that carry natural gas from Russia to all of Europe also carry natural gas from Russia to Ukraine.

Russia has been warning that while it will continue to send Natural Gas through Ukrainian pipelines, when that Natural Gas is intended to pass through Ukraine to other countries in Europe, Russia will cease all shipments of Natural Gas from Russia destined for use in Ukraine ( because Ukraine is refusing to pay for the Natural Gas it receives from Russia and Ukraine is refusing to pay for past Natural Gas deliveries from Russia to Ukraine ).

In 2009 when Russia previously shut off all Natural Gas shipments to Ukraine through the same pipelines through Ukrainian, unknown Ukrainian individuals in physical control of the pipelines passing through Ukraine, diverted gas intended for other countries in Europe to Ukrainian factories and Ukrainian homes.

Russia, in these new letters, warned that Europe must pay up on Ukraine's past debts and pre-pay for all future gas shipments destined to Ukraine, or Russia will discontinue shipping all natural gas into Ukraine, except that gas intended to be shipped through Ukraine to other European countries. Russia also made clear that Europe must pay for all gas sent to Europe through Ukraine, even if Ukrainians steal it from the intended recipients, or Russia will discontinue all future shipments to Europe through Ukrainian pipelines.

Russia also informed European leaders that Russia was no longer going to make Billions in loans each year to Ukraine to finance Ukraine's massive annual budget deficits, and if Europe did not come through with the Billions a year in loans to Ukraine that Europe had promised the new government in February, the resulting damage to the people of Ukraine, and the international economies of Europe, and the world, would hurt Europe's economy, more than anyone else.

Russia also notified Europe that Russia was owed tens of Billions in past loans from Ukraine, and Russia reserved the right to seize Ukrainian assets to repay those loans, based on loan contract terms, if Ukraine defaulted. Russia urged European leaders to arrange re-financing of those loans from Russia to avoid the damage to international, and European, Credit Markets that would result if Ukraine defaults.
