The bipartisan support was a rebuke of President Barack Obama by House Democrats who felt that the administration failed to make a compelling case as to why they should vote against the Republican-authored bill when it was bad politics to do so.

It was clear, lawmakers said, that the White House is trying to keep the number of Democratic defections low. But Multiple sources said McDonough and Johnson's "in the weeds" presentation didn't receive wide support in the room. The administration officials tried to make the case that the current vetting system was enough and that the Department of Homeland Security found the process too burdensome under the Republican-authored bill.

That message fell hard with Democrats. Rep. Scott Peters (D-Calif.), who voted for the bill, said he not swayed by Johnson’s pitch to Democrats that the Homeland Security Department doesn’t have time to certify refugees.

The bill, sponsored by House Homeland Security chairman Michael McCaul, a Texas Republican, would block the settlement of Syrian and Iraqi refugees until Congress receives additional certification that asylum seekers from those countries have been subject to a thorough background investigation and don't pose security threats to the U.S.

The legislation requires the director of the FBI to vouch for the completion of a background investigation on each refugee, as well as to certify to Congress that they are not a security risk. The Secretary of Homeland Security and the Director of National Intelligence would also be required to certify to Congress that individual refugees are not security threats. And the bill stipulates that Homeland Security officials submit monthly and yearly reports to relevant congressional committees about the program.


Republicans from the Capitol to the campaign trail have since called for a halt in the program, while the governors of some 30 states have said they will not accept new refugees.

Ortega’s voting privileges were approved in Dallas after she falsified her application by claiming to be a citizen. Of course, liberal lawyers, funded by George Soros, have done a masterful job convincing courts around the country that verifying things like a person’s identity and citizenship status prior to allowing them to vote is unconstitutional. Per CBS:

Prosecutors say the reason officials at the elections department in Dallas didn’t stop the voter fraud from happening is because Rosa Ortega claimed she was a citizen on her application.

Now the Tarrant County D.A.’s office is calling for those claims to be verified before handing out registration cards.

Prosecutors said whether this case prompts elections officials to verify citizenship is an issue for the legislature.

And, just like the case above, Washington’s Secretary of State noted that there was no way to prevent the voter fraud because “we don’t have a provision in state law that allows either county elections officials or the Secretary of State’s office to verify someone’s citizenship.”
