The company had urged everyone within a mile and a half of the plant to evacuate, and shut down a stretch of Highway 90 that runs alongside the plant, which produces organic peroxides for things like acrylic-based paint.

Industrial chemical manufacturer Arkema SA said early Thursday it has been notified about two explosions and black smoke coming from its plant in Crosby, Texas, after flooding due to Tropical Storm Harvey.

The Arkema plant some 25 miles northeast of Houston, was evacuated late Tuesday, as the company said it had “no way to prevent” a potentially large explosion or fire as a result of the shutdown of critical refrigeration of some materials. wsj

A sheriff’s deputy was among those taken to the hospital after inhaling fumes, according to a tweet from the Harris County Sheriff’s Office. Nine other deputies drove themselves to the hospital as a precaution.

MSRs are walk-away safe. They cannot melt down as can conventional reactors because they are molten by design. An operator cannot even force an MSR to overheat. If for some reason an MSR were to overheat, the heat would melt a freeze-plug at the bottom of the reactor vessel and the liquid fuel salts would drain into the emergency cooling tanks where it would cool and solidify. No operator interaction nor even emergency backup power is needed for this to happen.

Colonial Pipeline says it will shut its main diesel and jet fuel line tonight and its gasoline line tomorrow from the Gulf coast to the eastern U.S. because of outages at its supply points and a lack of supply from refiners due to Tropical Storm Harvey.

Colonial is the biggest U.S. refined products system, and feeds markets such as New York, Washington and Atlanta; it is owned by Koch Industries, South Korea’s National Pension Service, Royal Dutch Shell (RDS.A, RDS.B) and others.

Of the 26 refineries connected to the Colonial system, 13 are located between Houston and Lake Charles, La.

The "emergency exchange agreement," which includes 200K barrels of sweet crude and 300K barrels of sour crude oil, suggests the PSX refinery is facing a shortfall of crude, with ports and pipelines shut due to Harvey. sa

The 603K bbl/day Motiva refinery in Port Arthur, Tex., was fully shut yesterday due to flooding from Tropical Storm Harvey.

552 refineries and Petrochemical Plants from just below Corpus Christi to the area of Louisiana affected by Hurricane Harvey. Many were forced to shut down for Safety or Product Supply reasons. It's too early to predict the impacts on gasoline supply or the price of Crude Oil.
Motiva finally closed after they planned to operate at a reduced rate. Now that they are down, they will be able to do some "turnaround related" work. They will restart (along with a dozen or so large refineries) after they have a chance to straighten out employee & supply issues. randy

The first look probably should be at Chinese data, rather than that of the U.S., but traders are slow to change their habits. Also, Chinese data are released monthly, while U.S. oil traders have a Pavlovian response to weekly numbers from the Energy Information Administration (EIA) and the American Petroleum Institute.
