Federal "Infrastructure" money becomes Federal "Social Infrastructure" money which becomes funding for social programs and administration. You have to hit them hard where they'll feel it...in their pocket book. Keep back all federal funding until their immigration courts conform to law and until their voter roles are verified (i.e. photo ID and Social security number in order to have voter ID).
