CHICAGO (AP) — A one-time suburban Chicago official was convicted Monday of lying for decades about drawing water for residents from a well tainted by a cancer-causing chemical.
The only Crestwood official to go to trial in a scandal that shocked the region for the apparent callousness displayed by village officials stared down at the defense table and showed no emotion as a judge read the verdict.
But Theresa Neubauer, 55, struggled to keep her composure 15 minutes later as she spoke to reporters at the federal courthouse in Chicago.

Why?
To put it another way it was politically expedient to save $36 per person per year to get reelected.
People can't handle the truth if there is a personal cost and, people will punish those who bring it out. Compounded this by the desire for personal aggrandisement etc. and you get the above.
And people wonder why things are so F'd up?

AAPL has bought its own debt today via Braeburn Capital (aka repatriated $17B of its offshore cash without actually paying any taxes).
Someone (Braeburn Capital?) was selling treasuries today (10-year yield mechanically spiked up from 1.638 to 1.679 within one hour in AM prior to the auction) to buy AAPL debt.
