With this and the other related thread, it sounds like they are gearing up for the worst kind of rioting imaginable. Government officials barricaded in government building blasting away at a mob of angry citizens. If so, you would think that if you know your policies are going to cause civil unrest, don't initiate those policies. But who knows?
