Yeah, don't want to piss off those wonderful people who are about to murder hundreds, perhaps thousands of Ukrainians. Why doesn't Kerry just throw his metals at Putin. Be aware the Chinese are watching intently... as is the world.
Detonate a "crowd pleaser" air burst nuke in the North Atlantic; you need to have the world know that you are crazy enough to engage in total war, from the old Roman adage: "Si vis pacem para bellum" - "want peace, prepare for war." Or better yet do it in the South West Pacific. Announce a restricted area at a specific time, then unannounced detonate the air burst device - then do a press release stating: "...there will be no more tests."

Russian Troops Seize Gas Plant Beyond Crimean Border, Ukraine Says
Scores of Russian troops that landed by helicopter seized a gas plant just beyond the regional border of Crimea on Saturday, the Ukrainian government said. The action was Russia’s most provocative since its forces took over Crimea two weeks ago.
The latest troop advance came one day before Crimea was set to vote on whether to secede from Ukraine, and it was testing Ukrainian leaders’ resolve to engage Russia’s much more powerful military if it moved beyond Crimea.
By late afternoon, Ukrainian troops were stationed outside the gas plant, which is on a slender sand bar to the east of the Crimean Peninsula, according to Unian, a Ukrainian news service, which quoted the local police. The news agency did not say if shots were fired.
The Ukrainian foreign ministry issued a statement saying that the nation reserved the right to use all necessary measures to stop what it called a “military invasion by Russia.”

America (because I believe most of the EU to be a pack of old toothless beaten whores) should start:
1) openly airlifting shoulder fired anti-aircraft missiles and advanced anti-tank rockets into Ukraine. That in addition to other weapons. make the Russians understand that the will have to bleed to take the Ukraine.
2) Recognize one of the rebel Chechen governments in exile. Recognize other rebel movements throughout the Russian Federation. Set more fires in Russia's house.
3) (Quietly) Allow weapons to freely flow into Chechnya from Georgia.
I know the Russians could start arming the Taliban or some such things, but they will (if they are not already doing so) anyway.
4) Sanctions that bite. Freeze the assets of the oligarchs and take away their visas. The oligarchs hate staying in Russia. Also, expel their children from the West (no more private schools for them...). When the oligarchs turn on Putin, it's over for him.
Basically, restart the Cold War. The Russians have been waging one for years. It's time we did so too.
