U.S. Secretary of State Kerry, calling, asking Russia's help

U.S. Secretary of States Kerry has switched to a new tactic. Instead of issuing demands for Russia to compel anti-Kiev militias to leave public buildings in eastern Ukraine ( or else the U.S. will slap new sanctions on Russia ), Kerry, today, on Monday, April 21st, is calling the Russian foreign minister and urging Russia to publicly urge the, militia's to leave the buildings and accept an amnesty.
Voice of America on Monday, April 21, 2014 wrote:( U.S. Secretary of State John ) Kerry spoke with Russian Foreign Minister Sergei Lavrov by telephone on Monday morning, State Department spokeswoman Jen Psaki said.

“The secretary urged Russia to take concrete steps to help implement the Geneva agreement, including publicly calling on separatists to vacate illegal buildings and checkpoints, accept amnesty and address their grievances politically,” Psaki said at a news briefing.

Russia in response is pointing out the Kiev government has not disarmed anti-Russian militias in the capital of Kiev, nor is the Kiev government removing anti-Russian militias from public buildings in Kiev. Russia insists it expects the Kiev government to do what Kiev agreed to do in Geneva.
