"According to the India-based South Asia Analysis Group (SAAG), the surgical strikes have had the "unintended consequence" of stirring debate in Pakistan itself whether India's Inter-Services Intelligence (ISI) agency should continue protecting and sponsoring terrorists who attack targets in India."

I believe ISI is Pakistani. The bolded word should be Pakistan? I don't know what the italicized word should change or not.
