The triple-tax free 10% interest deal has drawn massive amounts of money from 401k's and other ordinary investment funds.

Um... Not 401Ks. No retirement plan invests in tax free bonds because any interest from those bonds would be taxable upon withdrawal as ordinary income. Mini bonds and mini bond funds are purchased outside of retirement plans because purchasing them inside of retirement plans negates the tax-free advantage.
