France's Defense Minister Jean-Yves Le Drian wrote:
"The jihadists suffered heavy losses. There were numerous strikes which hit their equipment and men.

The French intervention has succeeded. [Rebel fighters are] returning home, or trying to cross the borders, which will be more and more difficult... or they are making a tactical retreat."
Or they are regrouping, resupplying and gaining intelligence for their next attack.

This battle has gone on for days, not months or years. A little early to be declaring tactical victory, let alone strategic.

Ask the Japanese about declaring victory ( and sending the Japanese cruiser away ), at the Henderson Field end of the Island of Guadalcanal, before the U.S. Marines they had overrun to capture the entire Island had actually been disarmed of heavy weapons or killed. That declaration of victory cost the Japanese thousands of killed in action in three days and tens of thousands more killed on Guadalcanal in the following months.

Even worse, this premature Japanese victory allowed Henderson Field to become fully operational as a U.S. Heavy Bomber base within a couple of weeks after the Japanese actually captured the Air Field, thus forcing the entire Japanese Navy to stop operating between Guadalcanal and Australia.

The French, like the Japanese on Guadalcanal, can not lose in Mali. The Japanese had over 100,000 troops versus just a few 1,000 U.S. Marines. The Japanese had Battle Ships and Cruisers available to provide heavy artillery support and the U.S. defenders had been overrun and lacked naval artillery or air support ( their fighter bomber base had been captured ).

Yet the Japanese declared victory, they sent their navy away, and the massive Japanese reserves on the Island stood down and enjoyed R&R while thousands of Japanese soldiers died in desperate small unit combat with the better armed U.S. Marines they had overrun.
