Russia has the power to help the CIA / NSA traitor to reach Venezuela and also has the power to effectively block his exit.
Russia can allow a plane carrying the traitor to refuel in the Russian far east, before flying from Russian soil, non-stop over the Pacific ocean to South America. Russia could also facilitate such a flight remaining secret until Snowden has already arrived at his final destination.
Russia can also block Snowden from departing to any country other than one he is a citizen of, and also block him from departing on any plane other than one that flys the flag of a country Snowden is a citizen of.
Russia could also privately threaten ( perhaps as a bluff or perhaps not a bluff ) to provide the United States advance notice of travel plans allowing the U.S. to intervene enroute if the U.S. so chose.
Russia could also threaten to just arrest Snowden ( on any pre-text they chose ) if he did not do exactly what they wanted him to do.
Russia remains in control of this situation until they actually allow Snowden to leave. Just like the President of Ecuador stated.

To me it seems strange that he ever went to Russia.
