All Operations of world wide unmanned Drone flights ( both armed and unarmed ) are being transferred from the CIA to the Department of Defense.
Media has played this as a pro civil liberties move by Obama.
What has not been discussed in this is that the CIA is totally banned by U.S. law from operating in the United States.
By contrast, Federal Laws have been changed over the past few years to allow the U.S. military to operate in the U.S. as a police force if the President of the United States declares a state of emergency in the United States.

In the short run a central bank can print money and buy bonds and push interest rates lower. In the long run all this new money will push interest rates higher.
