France is temporarily Blocking total capitulation to IRAN by the United States
Iran has already been granted the right to keep all of IRANs Nuclear Weapons factories. These factories already allow Iran to build more nuclear bombs per year than anyone feels safe with. More in this case means many more than say North Korea which has the ability to build one nuclear bomb every year or two.
But Iran is demanding the right to complete a Heavy Water Reactor which will produce enough plutonium every year to allow them to double their production.
Worse, plutonium based weapons production requires no centrifuges and provides an additional way for Iran to turn it's nuclear bomb producing factories back on in secret.
Iran is also demanding to keep a large inventory of Uranium in a highly enriched form, useful only for military purposes, instead of blending it together with lower enriched Uranium and letting Iran keep it in a form that is fine for the peaceful purposes Iran claims it is interested in ( like fueling nuclear reactors ), but that loses it's value for purely military purposes ( such as making nuclear bombs ). Iran claims it is only enriching uranium for peaceful purposes, so converting highly enriched uranium back to lower enriched uranium by the simple process of blending should not be objectionable to any country with peaceful purposes.
The United States is fine with paying Iran $50 Billion dollars up front, removing many of the other sanctions that have forced Iran to the negotiating table, allowing Iran's present bomb making capacity to be doubled by adding a plutonium bomb making factory to the already existing uranium bomb making factory, and allowing Iran to keep a large inventory of highly enriched uranium that has no non-military purpose, in highly enriched form. The later allowing Iran to make a nuclear bomb out of the highly enriched uranium ( or several nuclear bombs ) within a month or a couple of months from the instant Iran decides to do so.
France is pointing out that these upfront demands of Iran remove all the fig leafs of the illusion that this "first step agreement" is even freezing Iran's nuclear bomb making in place for six months, let alone reversing it. The western powers would be removing sanctions that took twenty years to get in place, in return nothing but a temporary written promise to keep the bomb making factories turned off for six months. A promise Iran could immediately break in secret the second they receive the 50 Billion and the second the sanction regime is relaxed ( just like North Korea did).
It remains unclear if Iran will continue turning un-enriched Uranium into low enriched Uranium during the six month time out period the $50 Billion dollars is paying for. If they are allowed to keep their centrifuges busy during this six month period it has cost Iran nothing in terms of the total time it will take to build a huge ( hundreds of nuclear weapons strong ) nuclear arsenal.
Of Course, even if Iran does take a six month time out from turning un-enriched Uranium into low enriched Uranium, their six month promise will expire, they blame the failure in negotiations on the evil Satan, the United States, and they can go back to full production, they have an extra 50 Billion dollars, and many of the sanctions have been dismantled over the six months and will not be re-imposed.
That is a win-win scenario for any state trying to build a large nuclear arsenal in violation of the Nuclear Non-Proliferation treaty they signed.
