Russia wants Ukraine broken up into parts, which share a federal government, like the U.S., but have have autonomous regions, within Ukraine, where Kiev has limited authority, and International Monitors stationed in Ukraine guarantee the autonomy of the parts.
Russia also wants all the militias guarding the parliament in Kiev disarmed and sent home.
Details about who the international monitors will be, if they will be armed, and if Russian troops will have free access to the borders of the former Soviet Union through Ukraine, were not released as part of the Russian proposal.
