Neither Western Media, nor Russian media, speaks about the Ukrainian province of Kiev. There are media reports on the pro-Moscow Ukrainian provinces in the far eastern parts of Ukraine, and the anti-Moscow Ukrainian provinces in the far western parts of Ukraine also known as Galicia.

But seldom are their reports related to the geographic area within that outer boundaries of the province of Keiv, also known as the outer Boundaries of the Kiev Regional Obalst

One of the reason for this, is that Geographic area is broken down into two entities for both population reporting and political reporting purposes.

Unlike the state of New York, which includes in it's population and registered voters the people of New York City, the province of Kiev does not include in the province of Kiev, the population, or voters, of the city of Kiev. Politically, and for population reporting purposes, the Municipality of Kiev, is a separate geographic, political and population region of Ukraine, even though the City of Kiev is entirely within the Province of Ukraine, the population and the voters are reported as being in different Geographic areas.

There is a Kiev municipal Obalst ( an Obalst being a state or province ).

Also, there is a Kiev regional Obalst ( an Obalst being a state or province ).

Considering all the people inside the outer boundaries of the Kiev regional Oblast ( and ignoring the carve out for the Kiev municipal Oblast ):

Kiev has the largest population of any Province.

Kiev has the most single mandate voting districts ( a single mandate voting district is the same as a United States Congressional district ).

Kiev directly elects the most members of parliament ( 225 of the 450 members of parliament are directly elected based on which individual receives the largest number of votes in each single mandate voting district - plurality winner in each district is elected as a member of parliament ).
