Kiev government officials are complaining that local police forces in Eastern Ukraine are not obeying orders from Kiev.
Ukrainian Interior Minister Arsen Avakov , on April 8th, 2014 wrote:"I said yesterday that a considerable number of police officers not so much had been serving their Motherland as sabotaging the process. I believe at least 30% of Kharkiv police will be dismissed," Avakov told a news briefing on Tuesday.
Kiev is reported to be moving National Guard and other security forces from other western and central provinces of Ukraine to Eastern Ukraine.
Officials of the Kiev government are anticipating 30% of some Eastern Ukrainian Police forces being let go from their jobs.
Moscow is trying to provoke actions by Kiev officials that will be viewed by local Ukrainians in eastern Ukraine as discriminatory ( firing local citizens ). Moscow is also attempting to provoke Kiev into sending in National Guard troops from other provinces and political militias so that local Ukrainians in eastern provinces will feel they are being occupied by the armed forces of other provinces.
