Russia is now promising, in a more conciliatory statement, to help the Ukrainian people implement those parts of the agreement the Kiev government is responsible for peacefully implementing, but first the U.S., E.U., and Russia must agree on the terms of the OSCE monitoring mission, so Russia will have sufficient military officers on the ground in Ukraine, as OSCE monitors, to allow Russia to assist the Ukrainian people in stabilizing the country. Russia is, quite reasonably, from a third party observer stand point, insisting that all the requirements of the Geneva joint statement agreement need to be implemented, not just the ones the United States and the E.U. believe are the most urgent. A deal is a deal. Even if the U.S., E.U., and the Kiev government agreed in writing to a bad deal ( bad from the standpoint of the Kiev government, and the West ).
