On Tuesday, April 22nd, 2014, the acting President of the Kiev government threatened to call Putin's bluff by "restarting" the Anti-Terrorist operations, by the military and armed security forces of the Kiev government, against the armed militias in eastern Ukraine.
The Malay Mail Newspaper on Wednesday, April 23rd, 2014 wrote: Ukraine’s acting president, Oleksandr Turchynov, late yesterday ( Tuesday, April 22nd, 2014 ) said he was ordering the military to restart operations against the rebels after the discovery of two “brutally tortured” bodies in the eastern rebel-held town of Slavyansk.

On last Thursday, while the Geneva deal was being discussed and drafted in Geneva, Putin held a call in Town Hall meeting in Russia where he attempted to lay down the law to the Kiev government:

Mr Putin pointed out that he had secured authorisation in March from Russia's upper house of parliament to use force in Ukraine, but he stressed that he preferred negotiations.

"The Federation Council granted the president the right to use military force in Ukraine. I really hope that I do not have to exercise this right and that we are able to solve all today's pressing issues via political and diplomatic means," he said.
