U.S. Secretary of State Kerry gave a 16 minute speech, at a State Department press conference, attacking Russia at the end of which he quoted President Obama as saying, today,: "We are ready to act."

Kerry left the stage immediately after saying "We are ready to act." - without answering any press questions - and without explaining what "We are ready to act." really meant. Military action? Impose sanctions? Spend more time thinking about what kind of sanctions? Spend more time talking with EU allies about what sanctions they will allow the U.S. to impose? No indication what "act" really meant.
