The next step in your scenario is a Napoleon or a Hitler that raise the people to action and give them a purpose. People like and need a purpose to give meaning to live. Political Correctness is the dogma of the few to control the many, a public thought control.( an antagonism to political correctness has existed for years if not decades ) Notice how Trump attacks political correctness and gets resounding cheers. Things can "quietly" bubble under the surface for a long time, then all hell breaks loose.
