Yes and no: for propaganda reasons ISIS should claim it is defending the poor Muslims against the villainous infidels. It's a modern-day equivalent to Osama bin Laden's claim jihad had to be waged against the USA because they had helped Serbians to massacre Muslims in the Balkans (!). Also, ISIS has lost its territory in Syria and should get a "victory" in order to prove the "caliphate" is still favored by Allah.
You're going to have to clarify your "No" reason.
ISIS needs no special reason at all to attack anyone and anything. Their goal is an Islamic caliphate. Attacks further that goal. That is their reason and it is enough. It is sufficient.
They may delay an attack or schedule it on a particular day for maximum propaganda impact. They can be clever and say it was tied to something the West did. But if you're saying 'NO', it is not sufficient to launch any attack, and they need a casus belli, to say that they will sit wringing their hands, holding back, waiting and waiting, trying to prove they're the good guys, you are wrong, and cannot support that argument.
There are plenty of stupid credulous people who believe (and they want you to believe) that if you simply leave them alone and respect them, ISIS will return the favor.

A fair amount of stuff being written in this thread is at best
misguided, and at worst utter nonsense.

Buddhists have done their share of genocide and terrorist acts. The
"killing fields" genocide in 1970s Cambodia was perpetrated by
Buddhists. The ongoing genocide and ethnic cleansing of Rohingya
Muslims in Burma (Myanmar) is being perpetrated by Buddhists.

In the Sri Lanka civil war that ended in May 2009, it was the
Buddhists and Hindus that were perpetrating war crimes and terrorist
acts; the Muslims mostly stayed out of it.

So there are plenty of recent examples of Buddhist war crimes and
genocide, and there's no reason to reject them automatically as the
perpetrators of the Sri Lanka bombing.

Muslims make up 9.7% of the population, Roman Catholics make up 6.1%,
Hindu 12.6%, and Buddhists make up 70.2%. All of these groups were
traumatized by the Sri Lanka civil war.

The biggest mistake that people make is to assume that Sri Lanka
society is similar to American or European or Indian society, all of
which are in generational Crisis eras. In fact, Sri Lankan society is
in a generational Recovery era, like America in the 1950s. That was
the time when the Silent Generation were taking charge. They had been
so traumatized by the Great Depression and WW II, that Time Magazine
called them the Silent Generation because they just did their job and
never complained.

Sri Lanka's society today is like that, in a generational Recovery era
following the crisis civil war. Everyone -- the Sinhalese, the
Tamils, the Buddhists, the Hindus, the Muslims -- everyone is still in
a state of shock, traumatized by the atrocities that had been
committed during the civil war, just doing their jobs, not
complaining.

Any one of these groups might have perpetrated the bombing on Sunday.
The main difference for the Muslim NTJ, based on news reports, is that
a small disaffected group of Muslims vandalizing Buddhist statues were
radicalized by ISIS operatives, and convinced to declare allegiance to
ISIS. They were probably offered money. They were then forced to
accept training, and to turn their targets away from Buddhist statuess
towards Christians and western tourists. News reports indicate
that this took many months, possibly a full year.

ISIS is currently in a state of crisis. They've lost their caliphate
in Syria and Iraq, but they haven't been wiped out. They have to
change their game plan, and what we're seeing is probably the first
example of a new tactic: Enter a country, find a small group of
disaffected Muslims, and use money and other incentives to convince
then to declare allegiance to ISIS, and then accept the ISIS
directions.

Al-Qaeda might imitate, and there might be similar attacks in other
countries in the next few months.

Up until last year, I used the 2003 version Corel Draw. But a few
months ago I moved from Windows 7 to Windows 10, and Corel Draw
doesn't work on it any more. So now I'm using the open source program
Gimp. It's difficult and unintuitive to use, but for my limited use
it's ok. Also, it's a paint program rather than a draw program,
so it's missing features that I really like.

Ah,.. you might want to check "Inkscape" for vector graphics (cover art). And it's free, of course.

Ya' don't get the jaggies, 'though I'm not sure how your publishing service would deal with vector files (as opposed to raster files like .jpg's and others).

My apps of choice are:
Gimp - Raster graphics
Inkscape - Vector graphics
Blender - 3D modeling, animation, some video
FreeCAD or LibreCAD - CAD per se
FreeShip - Naval architecture
BigPrint - Scaled printing utility (makes correctly sized multi-page printouts for "real" model making)
Unity - Game engine, modeling, other weird stuff
Ardour - DAW (digital audio workstation) for music/sound "composition"

It's very surprising how many horrible atrocities have been committed by Buddhists. In Islam, violence is justified in certain circumstances. As I said before, the problem is that Islamic leaders are extraordinarily flexible in identifying these circumstances. So the extremist Muslims aren't necessarily misinterpreting their religion.

But with Buddhism, my understanding is that nonviolence is a central tenet to their religion. In no circumstances is violence justified, so it appears to me that they've completely misinterpreted their faith, since violence and Buddhism can't be reconciled.

Just very strange to me.

Violence in the Buddhist religion is like contraception in the
Catholic religion -- it's a mortal sin, but they do it anyway.

It's all about Public Relations. There's a big difference between
theory and practice. The Buddhists talk a good story about
non-violence, but as far as I know, Buddhists are just as violent as
Muslims, Christians and Hindus in practice.
