Further research will I think reveal that fluoride (fluorosilicic acid) is toxic waste from the US phosphate mining industry. This stuff is extremely toxic. A fluorosilicic acid spill does more damage than either hydrochloric acid or sulfuric acid. It will burn through any weakness in a steel tank like nobody's business.

I am sure this is too pessimistic. The knowledge of the world will not be lost. I can fit all of Wikipedia on a USB flash drive. We will not regress that far. My reasons are unprecedented overshoot, environmental damage, and pollution. That would argue for things being worse than the last dark age. But there are mitigating factors, as you mention, that should balance things out and, in my opinion, take things back to a similar place as the last dark age. Though I believe as I stated that quality of life will be worse due to the environmental damage and pollution. For example, we should see widespread cancer and infertility in many places on earth that wasn't seen during the previous dark age. Of course, I believe it will be the former.
There are literally dozens of such persistent hazards that will lead to a miserable existence. Just leaking haz waste landfills would be enough.
There are many who look at these hazards and expect a complete wipeout, but I think they are underestimating the earth's diversity and ability to heal itself, and human resilience.
