It appears that Mr Nyquist was also initially skeptical.

I am sure that CCP leadership gave him permission to "get everything ready" (as in start doing bio weapon research), but I hope that they are holding back on some of the more outrageous proposals (Nuking everything, shooting POWs, etc).
