Oligarchs lobby Foreign Office in bid to avoid sanctions
Exclusive: Flurry of correspondence undermines Kremlin claims to be unfazed by prospect of economic measures
Russian oligarchs and Kremlin-linked organisations have begun intense lobbying of the Foreign Office to avoid sanctions if Moscow invades Ukraine, The Telegraph has learned.

The flurry of correspondence from individuals and companies to the UK Government undermines claims that the Kremlin is unfazed by the prospect of economic measures.

Earlier this month, Viktor Tatarintsev, Russia's ambassador to Sweden, claimed that Vladimir Putin "doesn't give a s---" about sanctions as he attempted to pour scorn on the West's key strategy.

It is understood the Foreign Office has been contacted by panicked Russian oligarchs and firms collectively worth hundreds of millions of pounds.

Britain – which has been liaising with the US and EU over a severe economic response to the crisis – has a blacklist of targets ready if Russia invades Ukraine. The details remain confidential in order to avoid allowing those listed to act pre-emptively to protect assets.

The Government plans a ratcheting up of sanctions to "tighten the noose" around the Russian economy the longer any potential military action continues.

Liz Truss, the Foreign Secretary, views making Russian oligarchs "squeal" as a core part of the plan, and an ally said on Monday: "The Kremlin says it doesn't care about sanctions – but that's clearly not the view of Russian oligarchs and businesses.

"All sectors will be on the table, from energy to defence to banking, chemicals and technology. It's part of our strategy to make Russian oligarchs squeal. It will be a surgical sanctions strike and very painful for Russia. It's a clear deterrence.

"There will be a tough tranche of sanctions ready to go if the Kremlin attacks. We'll be able to tighten the noose after that –there will be an upward ratchet. We'll be able to increasingly apply pressure."

Ms Truss is expected to give a statement to the Commons on Tuesday, updating MPs on the situation in Ukraine and the UK's sanctions plan.

Speaking at the Munich Security Conference at the weekend, she told Russia that the UK and its allies were ready to impose "severe costs".

Measures to block oligarchs transferring their money or travelling across the West could be enacted alongside moves making it tougher for Russian companies to raise finance on capital market.

This post is spot on. This is exactly what the Russians are doing.

And, I think it is necessary to disabuse people of certain notions about the Russian people...

I recently spent a week in a resort that was almost exclusively populated with what we might term middle-class Russians; it was an object lesson in how overbearingly brutal and rude they can be, and how unremittingly distant they are from any existing western culture in terms of behaviour and manner.

As someone who travels half the year the most universally disliked tourists are:
- Chinese
- Russian
- French
In that order too.

A load of Russians popped up one year in the Spanish resort we used to visit. They ate like pigs and trashed the dining room. We never went back.

Last night, I watched a lot of the UN Security Council meeting, and it
was surprising that Russia apparently received no support at all. Of
course the European members, including US, UK, Norway, all condemned
Russia.

But it was more surprising that Russia was also condemned by African
nations -- Kenya, Ghana, Gabon. The statement by the ambassador from
Kenya was interesting:

The statement condemns Russia's "recognition of Luhansk and Donetsk as
independent states." These are the two Ukrainian provinces referred
collectively as the Donbas. Russia invaded and took control of about
one-third of the Donbas, and now Russia is consolidating its control
on Monday by declaring them to be independent states.

Russia is sending new troops and tanks into the Donbas as
"peacekeeping forces." The question now is whether those troops will
go on to invade the other two-thirds of the Donbas, and indeed whether
they'll go on to Kiev. Few people doubt that's coming.

There had been questions and speculation about what China's ambassador
would say -- whether China would have a full-throated defense of
Russia. However, when it wss his turn to speak, he only spoke for a
minute, and said that issue should be resolved by diplomacy. It was a
nuanced statement, unclear whether he was supporting Russia.

Over the weekend, a Chinese statement said that Ukraine's sovereignty
must be protected, so China is apparently opposing Russia's invasion.
This is inconsistent with all the claims that China and Russia are
united in opposing the West.

Russia's ambassador lambasted the other speakers for making
"emotional" statements. He said that Russia's invasion is for the
good of Ukraine and its people. He claimed without evidence that the
Ukrainian army was shelling civilians in Donbas, and causing a
bloodbath in Donbas.

Ukraine's ambassador spoke slowly, and appeared to be angry and sad,
since he knows what's coming. He said something interesting. He held
up a document, and said that the words Russia is using in declaring
the independence of Luhansk and Donetsk were exactly the same words,
via "copy and paste, copy and paste" that Russia used in 2008 to
declare the independence of South Ossetia in Georgia.

In 2008, According to one analyst, Russian troops kept provoking the
Georgian troops. The Georgian troops were warned not to return fire,
since Russia would use that as a further justification for an
invasion. The Russian provocation got worse and worse, until finally
the Georgians had to return fire, and that's what the Russians wanted.
The Russians seem to be following the same tactics in Ukraine today.

Perhaps Putin thought that his incremental approach would prevent the
international community from calling it an "invasion," but America,
the EU, the UK, and the UN are now calling it an invasion.

President Biden is scheduled to give a press conference soon to
announce a "package" of sanctions.
