Yes and no. Duterte's domestic policies have been quite popular and have had good results. Crime is way down and personal security is much better. Duterte's foreign policy is what is horrible. The unfortunate thing is that the presidency is most likely to go to Marcos and will effectively be Duterte 2.0. If the country had remained a US air force and naval base, none of this would ever have happened.
The closure of US bases was a one-two thing. After Marco's fall, there was a time when the Senate was dominated by far left politicians who had a thing against the US (even then is was only a 12-11 vote). That coming at the same time as the Mt. Pinatubo explosion which brought huge costs for repairs made it much easier to just leave. And yes, in the long run it was bad for both countries

There still is a lot of corruption. did Duterte get elected?
My father-in-law was a practicing MD working in the area. He witnessed provincial government and military leaders stealing anything and everything donated from international organizations and governments: medicine, supplies, food and even blankets. These people had no need for these supplies, they’re just extremely greedy and corrupt. My father-in-law reported what he saw to his superior (naive on my father-in-law’s part) who pulled him aside and warned him that he and his family would end up disappearing if he tried to pursue this. Furthermore, the superior told my father-in-law to also steal from the donated aid supplies as a way to be complicit and somehow prove he would no squeal - this was a major turning point for him and reason he decided to leave the Philippines for the US.
Also, my wife’s family has had members disappear for supporting the wrong politics. My father-in-law was one of the people who initially supported Duterte, because he saw people who had screwed the population over getting called out and killed, and it satisfied him to see any kind of justice brought against these thieves. Now, he realizes how terrible Duterte has been, but hindsight is 20/20 and he acknowledges getting swept up in the want for corruption to end.
The drug dealing was a major issues since everyone knows who's doing the selling but nothing seemed to ever happen to them. That did change under Duterte and the general crime level is down. My brother in law in Manila says that he feels much more secure than he used to from casual theft and robbery. Granted, he does live in a gated community, but everyone in big cities would if they could afford it. There have been changes in the provinces too and some of the major drug dealers have been arrested or killed. Even the surviving ones are keeping a much lower profile.
Also, there has been a big change against terrorists and revolutionaries. MILF (yes I know, it's an unfortunate name) is mostly defunct, Abu Sayaf is on the run and the NPA (local communists) is rapidly losing members and support. Those are all good things.

When it comes to war with China, I expect large parts of Latin America would join them against us. I have a friend in southern Mexico and he tells me the majority of people down there basically consider us the modern equivalent of Nazi Germany. "Yeah, America butchered a million in Afghanistan, a million in Iraq, millions more across the Middle East, but Russia's the bad guy. Right. . ."
We've got an unfortunate history of supporting brutal dictators and other black operations, sometimes supporting corporations and their human rights abuses as well. Sure, the Soviets did the same thing, but they tend to be seen as anti-colonial freedom fighters, not an aggressive power seeking to assert its own dominance.

I would say that it would cost Russia several billion to replace this ship, except it can't; Russia hasn't been able to build any ship larger than a frigate in decades.The Russian Ministry of Defense says that the Project 1164 Slava class cruiser Moskva suffered serious enough damage to force the entire crew to evacuate after a fire broke out while it was sailing the Black Sea, causing munitions aboard to explode. This follows reports that the ship was on fire after being struck by Ukrainian Neptune shore-based anti-ship cruise missiles.
